Justin Bieber calls for paparazzi laws after photographer dies trying to get a $100 shot

Pop superstar Justin Bieber called for a crackdown on paparazzi Wednesday after a photographer was killed as he tried to shoot pictures of Bieber's white Ferrari in Los Angeles — pictures that a veteran photographer said probably would have been worth no more than $100.

Los Angeles police look over the car that struck and killed a celebrity photographer who was trying to take photographs of a Ferrari registered to pop star Justin Bieber on Jan. 1.

The photographer, a man in his late 20s whom police wouldn't identify until they can notify his next of kin, was pronounced dead at UCLA Medical Center shortly after he was run over by a passing motorist about 5:30 p.m. local time Tuesday, police said.

Authorities confirmed that Bieber, 18, wasn't in the Ferrari. It was being driven by a friend, whom they wouldn't identify, and it wasn't involved in the accident, police said. 

David Allocca, who's photographed celebrities for many years, told NBC News that even if Bieber had been in the car, any shot the man took would likely have been worth little.


"A plain photo of Bieber in his car? Probably around $100, not more than $500," said Allocca, who's photographed Marlon Brando, Frank Sinatra, Nicole Kidman and both Presidents Bush in a 30-year career. "I can guarantee that."

The incident took place after a California Highway Patrol officer flagged the Ferrari for speeding on the northbound lanes of Interstate 405, said Madeline Nightingale, watch commander of the Los Angeles Police Department's West Traffic Bureau. The car then exited at Sepulveda Boulevard and Getty Center Drive, she told NBC News.

During the traffic stop, the photographer crossed the busy Sepulveda thoroughfare, which runs parallel to the 405, and tried to shoot photos of the vehicle's occupants from a perch on the narrow divider, she said.

The Highway Patrol officer on the scene repeatedly warned the man that his position was dangerous, she said. The man was then struck by a car traveling southbound on Sepulveda, Nightingale said.

No charges were expected to be filed against the motorist, who stopped and tried to administer assistance, Nightingale told NBC News. The driver was a woman with two young children in the vehicle, Nightingale said.

Police in Los Angeles are investigating the death of a photographer who was hit by a car while trying to take pictures of a white Ferrari owned by pop star Justin Bieber. TODAY's Willie Geist reports.

Thibault Mauvilain, a celebrity photographer who went to the scene of Tuesday's accident, told reporters that he knew the photographer who was killed.

"He always played by the rules. I'm not aware of him doing anything illegal," Mauvilain said, according to NBC 4 of Los Angeles.

"Some people will say he's just another crazy paparazzo trying to make the money. Actually, he was not a paparazzo. He was just another kid from New Mexico."

In a statement Wednesday, Bieber said: "While I was not present nor directly involved with this tragic accident, my thoughts and prayers are with the family of the victim."

Justin Bieber wasn't in the car at the time of Tuesday's incident, police said.

He added: "Hopefully this tragedy will finally inspire meaningful legislation and whatever other necessary steps to protect the lives and safety of celebrities, police officers, innocent public bystanders and the photographers themselves."

In fact, California has such a law. In 2010, the state cracked down on paparazzi, adding extra penalties for photographers who drive dangerously in pursuit of pictures they intend to sell. 

But in November — in a case also involving a photographer who was hoping to get pictures of Bieber at a traffic stop — a Superior Court judge refused to apply it, saying it was unconstitutional.

Los Angeles City Council member Dennis Zine — who witnessed a previous paparazzi pursuit of Bieber in July, which ended with a photographer's being struck by a motorist — called on lawmakers Wednesday to give the law even more teeth.

"Unfortunately, the State law that passed in 2010 was not successful in a recent court case, so I would urge our State legislators to revisit the statute and make amendments in order to strengthen it and make it more effective," Zine, a Los Angeles reserve police officer, said in a statement.

The behavior of celebrity photographers has been widely denounced ever since 1997, when Princess Diana died in a French auto accident that was initially blamed on pursuing photographers. The wreck was subsequently blamed on Diana's driver.

The market value for many celebrity shots has fallen in recent years, Allocca said, and now it takes a "great photo" to earn big money.

Justin Bieber is the most Googled person on Earth. The pop star started as a viral sensation. He and his manager, Scooter Braun, discussed Bieber's journey and his future with Ryan Seacrest.

"With Instagram, with Twitter, with cellphones — everyone's got a point-and-shoot, everyone's got a camera wherever you go," he said.

"If he had a joint in his mouth, maybe a million bucks, to somebody," Allocca said. "But no one outlet is paying that money. Magazines aren't the first to get it anymore. The Internet gets it."

But celebrities continue to get caught up in dangerous incidents involving paparazzi:

  • In June 2011, Tori Spelling backed her car into the wall of her children's school in Tarzana, Calif., as she was being pursued by a photographer.

"Wht will it take?" Spelling tweeted at the time. "Someone dying for paparazzi to stop?"

  • In October 2009, a car driven by Nicole Richie was rear-ended by a car carrying two photographers in Beverly Hills, Calif. The driver was arrested and found to have no driver's license.
  • The same month, Brad Pitt was riding a motorcycle in Los Angeles when a photographer trying to get a picture rear-ended the actor with his car. Pitt and the motorcycle fell over, but he was uninjured.
  • In 2010, a photographer claimed that he was badly injured when a car in which Lindsay Lohan was riding ran him over outside a Hollywood nightclub. The photographer sued Lohan in January 2011; Lohan asked a court to dismiss the suit last summer.
  • In June, Lohan was involved in another crash when her rented Porsche ran into a truck in Santa Monica, Calif., while allegedly fleeing a pack of chasing paparazzi.

Allocca said it was "stupid" that the photographer who was killed Tuesday died over a picture that eventually would have little value.

"All I can say is remember the New Kids on the Block. Remember Hanson," he said.

"Bieber will be there shortly as well."

My heart goes out to the driver of the vehicle that struck the paparazzo; she and her two young children will be haunted by this incident for years to come. And while it is ghoulish to take delight over someone's death, I agree with davefromdanapointca ... one less paparazzi is a good start to the new year.

Sounds like this guy was somewhat "chasing" the Ferrari and the Ferrari was trying to get away from the paparazzi and was pulled over.

Exactly what the photographer wanted. Actually, it's a shame. He's still a human being but this should send a message although, it'll fall on deaf ears.

These guys get in the celebrities faces to the point where they can't even walk or drive away. They get their foot run over then sue for 10 million. Rough job man....

Sad start to the year for the patrol officer and the lady driver. The photographer probably heard about the stop for speeding over a scanner and was close enough to travel there to try to get photographs. I wonder what the CHP's procedures are. Do they call out the license plate over the radio when making a stop or do they just state make, model, and color of vehicle? I think they have those computers where they can type in the information to look up wants, warrants, BOLOs, and license plates. So do the paparazzi just decide to chase after every every white Ferrari to get a picture? Or do they know the license plate they are after? I am guessing they would know the license plate markings.

An 18 year old with a Ferrari is bad enough. One that loans out his Ferrari is even worse. If your friends need to borrow a automobile from you, give them a grocery getting Ford Fusion middle range model.

    I love the jealousy expressed here for Beiber. I am also tired of seeing / hearing him on every channel I turn on. His picture is everywhere and, as I was involved in a show he did, I know he is a spoiled brat BUT people buy his crappy music and he makes himself and a lot of people tons of cash. I don't consider that his fault. We'd all do the same thing given the chance.

    That said - his girlfriend at the time, Selena Gomez, was a class act and very nice to work with. No wonder she left him.

    As far as loaning his Ferrari - I'll bet this was just one of his vehicles and with that much $$ what's a Ferrari or two??

    Sorry the guy died but in general I really don't care how many of the a$$hole paparazzi die. The chase cars down the street causing a hazard for other drivers, snap pic's with high flash camera's causing the same problem,get in front of vehicles crowding around to the point that the driver can't see then as one other commented sue if the car bumps them. They really should be arrested for causing a dangerous situation.

    While I have nothing but the greatest contempt for the paparazzi it is a sad event when anyone dies. Maybe the death of this young man will send a message about careless driving. People who were on the road at the same time were lucky that only one person was killed in this accident and not a pile up of cars. Why wasn't he pulled over by the police and given a ticket for careless driving, it would have saved his life. You can't blame Justin Bieber he really wasn't involved at all it was the photographer's own choice to follow him to take pictures.

    I don't see anyone saying they are satisfied. I see people that say they don't care. He put himself in a dangerous situation for no other reason than to take pictures. It was his own fault. I am so tired of people that think we need to protect idiots like this.It is called natural selection. If you are too stupid you are taken out of the gene pool. I live in the mountains by Lake Tahoe,every year skiers go out of bounds past sign's that say dangerous due to avalanche area and when they show up missing hundreds of people have to risk their lives to go find them.     Rick-7570 -- He indeed did it to himself, but the woman who hit him, did not deserve or cause the trouble it caused for her and her child. I bet that had the pap not been hit, the officer would have issued him a ticket (at the least) after he was done with the Ferrari. The pap could have caused an accident where people who's genes are desperately needed were killed. And there is something about male adolescents' risk taking--if they happen to make it past that stage (the pap was still in that stage, I bet--many don't outgrow it until their late 20's), many (certainly not all) develop into intelligent, resourceful, productive and ethical adults.

                                                                There are countries ( Switzerland for instance ), where a so-called star is treated as any other citizen and is expected to act the same. They receive NO STAR treatment. NO special deals, No special considerations. They are expected to obey the same laws as everyone else or they get hit with the same fines. The milky way ( all our baby stars ), would not fare well there. Once we rake in these stars the paparazzi will have little or no interst in them. Given that some celebrity photos have netted in the hundreds of thousands of dollars, he may have thought the risk was worth it (baby photos of Brangelina's kids went for a cool $15,000,000! Would you risk crossing a busy street for that kind of scratch?) People hate the photographer, but love the photographs apparently!

                                                                      That's just it. How can they legally sell a picture that they had no right to? That just because someone is perceived as in the public eye they lose all rights to their image? That is total BS. NO signed waiver? NO sale. Period.

                                                                      Yous with that warm feeling down your leg after reading this story, all. Sure, this pisserazzo was just making a buck, and prayers for him and his family. But these folks are much more than annoying to many of us, and I'm certainly no celebrity. Who really cares about the billions of photos these doofusses risk everyone's lives shooting. Rarely more than tabloid kitsch, the apparent interest in these picture only serves to remind us all of the lack of culture here in the USA, and begging-for-hand-outs/rescue-us-when-we're-conquered Europe as well. Pathetic. Aa.

                                                                      There is a huge market for celebrity photos that do in fact pay large sums of money. People are willing to risk their lives in some cases to get a picture of so and so. That being said, I personally could care less to see the first picture of someone's baby or someone kissing someone, etc, but the fact of the matter is, there is a large celebrity worship culture in the US and people pay money for this crap.

                                                                      The market for celebrity images will always be out there as long as there are people that want to see the images...this will not change until the market goes away.

                                                                      Yep, you hit it Kent. As long as there is a market for the product these people produce, people will still be employed to produce it. In this case it's celebrity photos. Other products that some people find questionable include tobacco, alcohol, assault weapons, conflict diamonds, fast food, and soft drinks.

                                                                      When we as consumers stop demanding these products, the companies that make them will either shift their focus, or cease to exist. Until that time, a freelance photographer will just see dollar signs when a celebrity is within view.

                                                                        Indeed. People are quick to blame the paparazzi, the elephant poachers, the fishermen that fin sharks alive. All of these people deserve our scorn, I cannot deny that; but the greater menace, and far more deserving of the blame is the people who create the culture and the market for this crap in the first place. If people didn't buy tabloids littered with long-range shots of celebrities, if people didn't buy ivory products, if people didn't think that shark's fin soup was a great curative for all of life's ills, nobody would be doing the horrible things it takes to satiate the demand.

                                                                        So, when you or I click on the 10,000th useless Bieber/Kardashian headline, or when a person patronizes a restaurant serving shark's fin soup and says nothing to the proprietor, or buys a weekly copy of some tabloid rag, or turns a blind eye to poaching, WE are the ones to blame.

                                                                          Fewer paparazzi certainly would be good news. I would prefer to see them converted to productive members of society, rather than run over. The investigation and attempted medical aid is very expensive (and it disrupts traffic.)

                                                                          Some suggested careers would be these: trash collector (if they prefer to work the gutter), used car salesman, dog groomer/walker, US Marine or Soldier, or various agriculture positions that are available in the California fields and orchards.
